Nov 23 1999 patch?
It seems like some of these features from this patch are currently on our server others are not. Is this patch past the cutoff date or is this our last patch?

Well, everything in that patch should be on the shard currently, except for "Phase II (Lock downs and Secures)" and "Co-owners".
I believe December 1999 is the cutoff for patches to be considered.
