Health Percentage Display?

I've noticed on quite a few screenshots that people's targets display a health percentage above their heads. Is this due to a specific client version or version of Razor?
It is in razor:
1. open razor
2. Click "More Options" tab
3. Down at the bottom, click "Show health about people/creatures"
