Make Birds Fly?

I didn't play in the time of T2A but from what i could gather birds have always flown on OSI? Its just in the RunUO core that they always walk and only fly low to the ground whilst running?
Indeed. Birds should fly.
Dragons and White Wyrms flying was a test of a flying system that isn't complete or correct, but when we get back to it, it will be applied to all flying creatures.
