think its 70.1 for 99% chance. You can't get higher than 99%

never, the closest you will get is if you use a flamestrike scroll to cast it

I think what he meant (could be wrong though) was if your a GM mage what % of time will you fizzle Flamestrike

i think there is a generic formula depending on the level of the spell and your magery skill ...

Circle Eight you have 50% chance to cast them at 100 Magery
Circle seventh you have 85 % chance at 100 Magery
Circle Sixth and below you have 100% chance to cast at 100 Magery
Fizzling 6 level spell might happens.But it's like VERY VERY VERY rare lol
