I don't know if you use Discord, (I do not) but that would probably be the best way to find a GM Tailor to do work for you. When I am looking for a specific type of artisan I just ask players at the bank if they have X kind of character. I'd try the banks at Brit, Moonglow, Vesper, or Skara Brae. They are the most popular in my experience. Good luck in your search!
