Shipwreck Chests?

I just finished fishing up 13 shipwrecks. The loot inside the chests seems fine (tho I haven't identified the items yet). But where are the metal chests? They were all wooden. I realize that the chances favor the wooden chests over the two metal ones but I don't remember the metals ones being this uncommon. Did I just get that unlucky? lol
