I wouldn't say it's a never seen event. In fact, there have been many times when someone shows up after their homes accidentally (or whatever) IDOC'd, asking for stuff back .. and it happens

I should also say, the moment the walls of the house fall, the items no longer belong to the former home owner. They are public items for those seconds before someone snatches them up. Similar to when a monster dies - no one owns that loot until it's picked up and placed in a backpack.
