Ballpark guess: 20-30k depending where you get your regs. Join the mages guild and buy them yourself from NPC vendors for the lowest price.

It's closer to 55-65k gp with NPC prices, 65-80k from player reg prices. Starting from 30 skill costs 7-8k extra (NPC prices again).
