Neon hair dye color

Was the color ice white available from a neon hair dye bottle, or was this only added with the new hair dye vendors?

Added I believe...
It's possible to achieve nearly ice-white hair with a restyle I think.

I remember that trick, its not really ice white, its just a white color, need tow hair style deeds, one to go bald the next to do a new cut. too bad, second question is does a neon hair dye bottle dye both hair and beard? I remember that being the case and they added the beard dye so people could have multiple colors. Is that correct?

There's currently a Neon Hair Dye and a Neon Beard Dye, they only dye what they specify in their names.
