Old Problem Cannot Find Fix (Flickering Full Screen)
I have not seen any recent posts in regards to the "Flickering Screen in Full Screen Mode." This does not happen when running just the client. It only happens when using Razor. I am using Windows 7 and I have:
-Changed client and razor to run as admin
-Disable Visual Themes
-Disable Desktop Composition
-Run in XP SP2 (tried SP3 as well)
-Updated Video Drivers
Anyone have a fix for this? It would be greatly appriciated!

Do you really need to run it full screen? Just run it in window and click and drag the edge of the UO window to enlarge it.

I had the same problem. Could not fix it no matter what I tried. I eventually resorted to running in windowed mode but used Razor to enlarge the UO game window.
Under "More Options" tab, check the box next to "Force Game Size" and type in 1024 x 768. That is about as high as the window can go and encompasses pretty much the whole sight radius, with very small greyed out areas in the corners. You can stretch out the window and put your gumps in the black space so it doesn't block game screen.

In the client there are 3-4 chk boxes under Options ---> Display (eyeball) . Page flipping, Use GDI, reduce frame rate. Toggle any of those ??

In my laptop I have 2 graphic cards, 1 geforce and 1 intel embedded or something. If that's the case for you too, in your geforce control panel select to run razor or ultima online using the intel as your prefered graphics processor (or do the same in your global settings).

If I can remember correctly then it has something to do with Razor trying to update the Window's title bar with the reagent count. Every time this happens in full-screen it flickers.
EDIT: You can switch this off in Razor
Alternatively you can run the normal unencrypted client without Razor.

I recommend you do the following three changes, trying them one at a time to see if any resolve your issue:
1. Make sure your Razor shortcut (not UO) is set to the following (be sure to click "Change settings for all users" first): 2. In Razor under General Settings, make sure "Use smart CPU usage reduction" is unchecked. Close all Razor/UO windows, wait for your Windows theme to default back, then reopen UO and see if its running fine.
3. In Razor under General Settings, change Default Client Priority from Normal to Realtime.
Also, try some of the things mentioned in this thread.

And also under the 'Display/Counters' tab untick 'Show this in the UO title bar'
