These notes are from 2001, UOR. And in the notes it is written at the bottom of the page:
""Pre-casting" has been re-enabled as follows"

Is it because I misunderstood these words or was pre-casting really disabled in some time ? If it was, then what was the casting like ?

Pre-casting was originally removed with the January 24, 2000 patch notes at the end of T2A. The exact patch note is on our wiki.

So what was the system like then, like the one in sphereserver ?

I don't know what the system was for sphere servers, but there were two different "systems" in place for a time on OSI servers.

The first system, which existed from January 24, 2000 to the release of UOR simply prevented players from dragging items, using items, or equipping/unequipping items. Any time a player did so, the spell was cancelled.

The UOR system would automatically un-equip anything that you had in your hands when you began a cast, and would equip your spellbook before beginning the actual casting process. If your spellbook was ever removed from your hand via your own actions or that of a disarm maneuver, your spell would be cancelled. As near as we can tell, it became possible to use items, equip and un-equip other items, and drag items with the spell cursor up at this time, and this system was the system that persisted until pre-casting was re-enabled.
