It is an old saying, but was deff resurrected and more commonly known through the epic George W. Bush T-shirt that came out with his face and the phrase below it.

Anyways, i might have been a little hard on the guy, i apologize, honostly i wish i had the gold to just buy the thing for the poor guy.
