Is there any way to lower skill level to allow room to improve other skills?

The little icon on the right side of the skill list is a arrow either pointed up, down, or a lock. Whichever skill you want to decrease, click the icon until the arrow is pointing down.

Yes there is, either use razor to do it or the skills tab on your paper doll. On razor, right click any skill
and you can adjust it accordingly. On paper doll, you will see arrows to point down/up/lock.
