As you see, the gorget is an odd hue (443) and has no ring around the neck part of it. Does anyone know what this is, or its rarity?

I have 30 of these that were in a box leftover from when I bought the tower. If you find out, let me know but I don't think they are rare

You used to be able to kill ranger npcs in skara area for them. I don't know about now.

Last I knew every Bowyer npc spawned wearing one.

There is an Orc character that spawns at one of those guard towers near the desert. He always drops one.
