Can you change your hairstyle after character creation?

Yes, you use a hair restyling deed. These can't be bought from NPC shops but can be bought from other players if you can find one for sale.

I seem to recall on OSI that there was an NPC barber in Trinsic from whom you could buy different restyling deeds and dye. We don't have it here, but maybe we should? I found this
