Is this being fixed.. I thought it was determined that this was era accurate..

I just tested this and was able to place an EV and BS on a boat. I'm not sure what issue you're experiencing that won't allow you to place them.

Maybe the boat he tried had tables or something on it

Maybe! I cast one on a boat recently and it had a poof.. I guess there was a table.
