SOS Will not work

I have traveled to the exact location to fish up an SOS. I have the waterstained SOS in the top layer of my backpack. I have attempted to fish up the treasure a gazillion times. I have gotten nothing. This is a bug. Has anyone else encountered this problem?

Regardless of your fishing skill, if you are on the exact spot, you can fish up the chest.

I have tried another SOS and cannot fish it up, either. I have fished up chests before so I know how to do it. Something isn't working.

I'm pretty sure it takes 60 fishing to fish it up. I couldn't fish them up lower than that. You also must have the SOS in the fishers backpack. That's pretty much all there is to it.

Not the last time I went on an SOS voyage. I spent my first year on UOSA doing mibs with 0.0 fishing. I just had to fish on the exact tile or one adjacent to get anything from the wreck. Maybe there had been a patch since then. I haven't done any mibs in a while.
