Should I be able to throw snowballs at people without piles of snow in their packs?

No, I recall both parties had to have one in their pack before the action would happen.

You can only throw a snowball at someone who has one in their pack. This is is the documentation from the patch on snowballs:

Selecting the snowballs will place a snow pile in your backpack. To throw a snowball at another player, double-click the snow pile and target a player. Only players who have a snow pile in their backpack can be targeted in this manner. You will receive a message if the targeted player is not a valid target.

Is there a certain number of snow balls that can be thrown from a pile, or is it unlimited?
