For ideas on how to make Second Age a better shard. Can it get any better? Maybe.

Unfortunately, we know that Archery did not have insta-hit. This is apparent from newsgroup posts and the fact that the UOR patch notes attempt to roll out a fix for moving after a shot has been fired but before it lands:
Issues with hitting while moving and firing will be addressed.
Also, this newsgroup post from November 1999 is quite clear that you must stand still after a shot is fired, otherwise the shot misses entirely. This is consistent with the demo, and with a skill that does not have insta-hit:

Stand still when you shoot and don't move until teh shot connects, if you
run right after the arrows leaves it will never hit.

I quit in 2000. So I know it wasn't that UO:R crap..
and I was a newb in 97, so it couldn't have been pre-T2a...

I understand the feeling. There have been times that I've though something was accurate to find out that it wasn't as well, and that result is why we don't take player memory as accurate information on a subject. Although, asking the question never hurts.

I still think the insta hit should be brought back on archery to get a bit more diversity in field pvp.

it was! That is the way archery was @ first here on UOSA- if you speaking with derrick about it he and Nevermore can confirm that this was not only inaccurate but way OP, heck NaNwaNg, myself (at the time loathed), Drizz and his pal Bomb, and then eventually Wylan (ttstoner i think) were among the first to really make a heap of archer mages, haha- remember that mess guys? :)

it won't happen because of accuracy, but removing the "miss if you move" part would be enough to make it work. Insta-hit, would be OP

Unfortunately, outrunning arrows and bolts was around until late UOR. It wasn't fixed until Publish 16:
Players will no longer be able to "run away" from arrows/bolts.

attack something then arm bow, even with no arrows/bolts during t2a you would fire a arrow/bolt. disarm and rearm you'll fire again. repeat = unlimited arrows.

you could also gain skill really fast without using any arrows if you took a step just before the arrow hit, forcing another shot without using a arrow. you would step back and forth shooting really fast but missing.

For your first bug, do you have any documentation supporting the existence of this bug? It doesn't work on the demo, and demo archery is the same archery seen during T2A.

For the second bug, this is not possible, at all. Whether you hit or miss and whether you gain skill or not is determined when your shot either hits or misses. When you move after firing a shot, the shot never checks to see if it's hit, because the code never gets to the point where the check is made. Thus, this bug is entirely impossible to do.
