will doin swords or wrestling get my tactics up quicker?

Depending on your dexterity, probably swords because wrestling always swings at a fixed rate.

Remember, you only have a chance to gain tactics everytime you hit.

You'll gain tactics faster when you are using a fast weapon that you have the weapon skill for, and also hit a player that doesn't have any skill in the weapon he is holding. This will result in a 100% hit chance, thus doubling your gains.
