"complete" is a tough thing to define.

Every rune library I come across is about 90% the same and 10% different

Roadkills has been around for ever
Two Story just north of minoc
West of trins gate tower
north of yew bank
and a tower with 2 large vases on the steps (i actually have no idea where this is! but i recall in all the time)

are all good, and all a little different.

The C^V Vesper Beach Keep rune library is pretty awesome. It's right across from the inn.

Uhh library is what you WANT.

All town locations
All dungeons, graveyards, etc
Up to date player vendor books (PM to be added)
Tmap library
Lockpicking library
Rare spawns
Mining rune books
The most comprehensive duel arena runes I've seen
Some detailed PKing runes (ie 14 runes for Lich Lords in one book)

Also there is a duel arena on the roof.

So you still multi client, just with a live char?

Oh, and definitely Vesper Beach Keep. We did a major overhaul of all the books to make sure they're accurate. The LPing book in particular is top notch!

(1) Go to Vesper's southmost Inn
(2) Walk a screen south
(3) Go to the keep on the west. Keep on the east is for events.

Hmmm...name of PK? Unfortunately these are our work hours, so we can't be on to patrol the area. The L-Shape rune lib is also nicely done, and very practical.

Forgot to mention Caswallon's old castle, West of the Vesper Strip, right on the coast line.

We basically have Vesper covered with our 3 rune libraries:

I'm a bit partial to the Vesper Keep library.
