House looting
I see that there is secure containers on this shard. Am I correct in assuming that house looting is non existant? Or, are locked down chests contents still lootable?

locked down is lootable.
yet items dont decay in houses.

What about a stack of 1000 Ingots, etc. locked down on the floor or a Rune Book or Tables. Are those lootable also, or only if they are in a Locked Down(Not Secured Chest).

Chests or other containers that are just locked down, are free to use by anyone. While secured can only be accesses by owners, co owners and friends of the house.
Locked down items on the other hand, are not, so if I locked down 1000 ingots, no one would be able to remove them without releasing them first, something only co owners can do.
