UO Second Age

i am training med on a second char now and the skill gains seem terribly odd. I understand it is supposed to be difficulty based, but I do not understand why at 100 mana 75 med I only gain meditation if my mana is above 30. No gains occur if lower than that. Wouldn't it be more difficult and, therefore, provide better gains with less than 30 mana?

If you're too far below 25 you will have no chance of meditating at all, and therefore won't be able to gain, but I believe you should be able to well gain at mana levels around 20 at 75 skill.
