Arms lore + Wrestling = disarm?

Hi ive not noticed this in any of the material

but in my latter years on UO i used to sometimes play on a char that could disarm then steal the weapon with this combo of arms lore, wrestling and stealing. unsure if it was something added past T2A or not was definatly doing it after T2A just can't remmber if it was always there or an addon

100% sure it doesn't work here and it didn't work back in OSI T2A.

Nefarity should change that % to 100.
