trouble creating a Third Account

I have two accounts already, and I thought everyone was allowed three. Whenever I try logging in with a new name it says "There is some problem communicating with Origin. Please restart Ultima Online and try again." I restart, try making different account names but get this message every time. I never get it logging in on my other accounts. How can I create a third account?
