Strange Issue

If I play full screen, I get some flashing in the background every few seconds, like a background application (Razor, possibly?) is trying to come to the forefront.

If I play Windowed mode this doesn't happen, but the game screen only takes up like half my screen in Windowed mode, with the rest black.

Two questions:

1) How do I fix this in full screen mode, OR

2) How do I get my game screen bigger in Windowed mode?

the black can be changed in options, but its usefull, you can change the size of your window also.

I looked under options but didn't see any setting that made the gameplay window take up more of the black space.

Is it because my monitor does a much higher resolution than UO will allow?

Windows 7? Have you set the compatibility options for the Razor shortcut?
I typically run in Comp mode for XP SP3, disable Visual Styles and Run as Admin.

I think the visual styles bit was causing a similar issue in the past, but it's been a while so I can't say for sure.

Also, change your resolution to 1024x768 and see the difference. Higher res really doesn't help uo all that much anyway.
