I was not sure if to report this but I did it anyway.

It happens. Most likely what happens is a sea serpent or water ellie spawned there and the guard whacked it. It will teleport when it's needed somewhere else.

Hey the guards have to go for a swim sometimes. You try standing around all day waiting to hallywhack someone in the face.
