Provocation - guards kill provoked animals??

REPORTED ISSUE: Okay, so I think I've found a bug with provocation in town. You can get anything guardwhacked as long as you can provo it.
ISSUE DETAILS: If you provoke an animal, but run off before using the second targetting cursor, you can make the animal "forget" that you provoked it, getting it guardwhacked when you come back onscreen and target yourself. As the one who provoked the animal, you should be freely attackable by it and it shouldn't be killed by the guards.
ENVIRONMENT DETAILS: Windows XP, client is recently downloaded from the UOSA site.
STEPS TO RECREATE:
Step 1: Find something bard-able. I chose a cat for this demonstration. Yes, you.
Step 2: Use the provocation skill, target the cat. Step 3: KEEPING THE 2ND TARGETING CURSOR UP, run far enough away that the cat stops chasing you. Step 4: Run back to the cat , then target yourself. I did that manually for demonstration purposes. It works just as well by using a target-self hotkey. Step 5: Call the guards (or use your annoying all-in-one command sentence). If there's Human NPC's around, they will do it for you. BAM!
EXPECTED RESULTS: If you have done it right, the cat (or other animal) will get guardwhacked even though you are the one who attacked it initially.
