The first lottery round is opened with a set of random, locked boxes that either are filled with nothing, garbage or:

How do I play ?
1. You come to "The Crossroad Lottery".
2. Go to the vendor and choose your lucky box(es).
3. Use picklocks or magic unlock.
4. Check.

6. PROFIT !
