I'd guess your in your house. Armor doesn't do anything for hiding. What effects success is proximity to other persons, so I like going to the moonglow mage shop to macro. If you macro in your house, you end up succeeding 100% of the time, therefore no skill gain.

"What affects success is proximity to other persons"

I've never heard that before, where did you see that?
<@BoomlandJenkins> I got home, got on UO right away and I knew something was up before I even made it to the spawner, because there were 35+ in the Justice woods and not one person was PKing one another.

Regardless of whether or not people around matters, you can GM hiding anywhere....except your house. I suggest finding a spot away from houses and just loop hiding.

Also, check to make sure nothing is locked and you have points left. You get 700 skill points total and if you already reached 700, unless another skill drops, you can't gain.

Ronk is right, check the skill caps to make sure you are not at 700. You can gain anywhere except a house you are blue in (own it, friended to it). The best and fastest way is to go stand on the same spot as an npc that doesn't move. Best options are Lord B. or any town messenger, there is one next to almost every bank.
