Red elves don't give fame/karma?

I have been killing many aggressive (red) elves and none of them give any fame or karma (my character had 0 fame/karma and reached "Fair" through other monsters). Is this the intended behavior?

They were event monsters. I doubt they are supposed to be spawning still. You should page a gm and tell them the location.

70o27N 1o58E (approximately) is where one house spawns
