I have reproduced this every time I snoop while stealthing. If I am stealthed, it doesn't matter if I snoop a new player, in front, the side or behind them, I come unhidden.

If I am just hiding, without using the stealth function, then I can snoop without becoming unhidden.

This is not a bug, this is a mechanic acting as it was designed to. You should only be able to remain hidden when snooping while hidden, not stealthed.
