I did that and it still says other dude is gm.. I don't think it works.. If you resign from the guild then the next person in line becomes gm..

You need to give the desired GM 2/3 fealty vote, and then wait a while for the server to decide it wants to recalculate who the GM is. Shouldn't be longer than server up.
Probably easier to get all the guildmates to declare on someone, then kick the old GM and it will take place instantly.

The trick on the fealty calculation is that it calculates every 24 hours, but there's no predicting what time of the day the calculation is done for that guild. It is not related to server restart.
The removal of the current GM will force a recalculation of fealty for the guild immediately.
