Heads are not decaying inside houses

As far as I know, all body parts should decay at the rate at which newbie items decay inside houses. Currently, this rule does not apply to the heads of chopped corpses from what I am told. I don't even believe that you should be able to lock down heads without them vanishing as per the era-accurate T2A ruleset.

To replicate: Chop a body in your home, wait for all to decay but the head.
