Bulletin board bug, unable to read messages?

REPORTED ISSUE: Unable to read messages on bounty and escort billboards

ISSUE DETAILS:If I open a bulletin board, run away and try to read a message while the gump is still open, I'm unable to read messages at all from any billboards not matter how close I am.

ENVIRONMENT DETAILS:No agents other than scavenger running, if multiple clients are open it won't go back to normal until all are closed. Older razor version, the one before they changed the loading graphic, also happens with newer razor version

STEPS TO RECREATE:Open a bulletin board and try to read a message while the gump is open but you are not within reading distance

EXPECTED RESULTS:"Too far away" message, or gump auto closing
