So my question is, if a character joins the thief guild will he/she never be able to report for murderer even when he/she havent stole anything?

If you steal something from a blue player, you are marked as "perma grey" until death, meaning you are freely attackable. Your name permanently appears grey to the person you stole from, otherwise it will appear blue to all other players (unless you have legitimately performed a criminal action in the last 2 minutes). Even though your name appears blue, you can still be attacked by anyone who figures out that you are "perma grey" - it's like a hidden attackable status.
Also note:
-Upon death as a perma grey, you will legitimately turn criminal for 2 minutes and will be unable to res via NPC healer (at least, that's OSI accurate - not sure if it works like that here).
-Stealing is an aggressive action. If your mark attacks you within 2 minutes of you stealing from them, their name will still appear blue to you and damaging them will reset your criminal status. If you kill them (or they commit suicide after you have damaged them, even for 1hp), you are eligible for murder. You'll be kicked out of the thieves guild for 40 hours game time + 1 week real time.

Also, any player (even with 0 stealing and 0 snooping skill) can attempt to snoop (might fail a couple times on the snooping part) and steal a stealable item (not blessed or newbie item/ does not have to be item they stole either) from someone they suspect is a perma grey thief (99% of bank thieves do not use disguise kits).
If it says "you fail to steal the item" or "you succesfully steal the item" they are a perma grey thief and able to be killed.
If it says "you need to be in the thieves guild to steal this item" then they are not perma grey.

Well, I knew about perma-grey and how it works. But here's what happened to me. I was on my thief and had run to town to get something from my bank. While I was there, someone had noticed that my thief was in a known thieves guild, and since I had not planned to steal anything and hadn't stolen since my last death, I was not using a disguise. He then attacked and killed me right there at the bank. During the assault, I called the guards but they never came. I took off the guild abbreviation, but I'm pretty certain that I should not have been perma-grey. I had resurrected recently from being killed after slipping in someone's house, but was attacked outside the house after leaving. Didn't give me a chance to give a murder count. And I didn't even steal or take anything anyway. I was perma-grey before stealthing the house. But was killed..so...after resurrection I should have been blue, correct? But was then killed at the bank.

If that was what happened then yeah that is weird you were still perma. Maybe since you was in someone elses house (I believe it makes you grey to them and freely attackable) it some how stacked that grey status over your perma status?

Is there any sort of timer when inside a house you are not friended to? Maybe to the owner/co-owners? Or do you lose the criminal status immediately upon exiting the house? Because I was definitely outside when first engaged. If it helps, the first two aggressors were both blue I stopped to talk to them as I had no chance to escape. They healed me to full and a red came and filled me. BTW I dont remember his name, but the red was killing his friends repeatedly for counts. I assume to get a bounty and then collect on it. Will this work or do you have to set a bounty for the head to be worth anything? These guys were N of the Brit GY where there is a strip of housing running N/S in a tower. I'm sure everyone knows of this area.

I believe it is the normal grey criminal timer (tope left where your guys name is in razor bar).
As far as the area where the murderer guy and his friends where exploiting the bounty system. That sounds like KNB territory if it is near the mountains up there.
Kingdom of North Britania or whatever. It's run by Mens Rea a.k.a. Smithy a.k.a. something else.

Smithy is the GM of the guild my thief is in. Not them.

Here's what you can to do to understand the difference between "criminal" and "can be attacked":
Change your can be attacked to a different colour from criminal.
People in a house can be attacked, a thief that has stolen from you is criminal if they are unsuccessful/detected but after 2 minutes they are just can be attacked, a perma-grey thief who seems blue to you but then you attack turns into can be attacked... etc etc.
It will all become clear once you make the change.
