It's in the "Other" section of the "Trading Post" forum. The trading post forum is for trading/selling/buying, hence the name.
You obviously haven't even looked at what other forums there are here.
If you click on the title at the top of the screen, it will take you to the main page of the UOSA forums. The different forums are listed there.

You can GM making any player made map, it makes no difference which one. And yes, wrong forum.
