This is in regards to some behind the scenes changes that took place on OSI servers during early 1999. Through the use of programs like UOE, players could equip items directly from the ground into various equipment slots, and this was among the changes done by OSI to prevent players from exploiting this particular loophole.

Sure thing. I wish I could offer a better explanation, but it reaches into technical areas that would require very precise knowledge of the server code at the time of the changes.
