Inscription and Runebook question

Thanks in advance for the help..

I left UO before Runebooks came around and owned the scribing market on Pacific while I was there. I found this blurb about creating runebooks off the stratics forum. Is this era accurate? If so where can you buy a scribe pen?
Creation

* Runebooks will be craftable using the inscription skill, requiring at least 45 skill to attempt.
* Inscribers will need 8 blank scrolls, 1 recall scroll, 1 gate travel scroll and a rune.
* To make a rune book, use a scribe's pen and select Other then Runebook. The system will check to make sure you have the necessary components and skill.
* If the creation of the book fails you will lose the recall scroll, the gate scroll, the rune and some blank scrolls.
* The number of charges a book can hold will range from 5 to 10, depending on the skill of the Inscriber.
* Depending on the inscription skill of the inscriber, a rune book can be of exceptional quality.
* Regular rune books hold 5 to 9 charges, depending on the skill of the crafter. Exceptional quality rune books generally hold 7 to 10 charges.
* A Grandmaster scribe that creates an exceptional rune book can have his or her name attached to it as Maker's Mark.

Which is correct and implemented here? What is the minimum scribing skill to make runebooks?

Scribe pens were added later.

You do inscription by selecting the skill from the skill menu, AS IT SHOULD BE. Please do not change it.

yes inscription is currently accurate.. shouldn't be changed.
The only thing NOT accurate (But derrick allowed due to obvious benefits) is runebooks.. they aren't era accurate and Derrick knows this, however he lets them in b/c they help a decent amount..

Actually runebooks are very accurate to the era. They were introduced November 23rd, 1999. During the day that introduced gm bows, staves, co-owners, and so forth. The only thing that isn't on here is them being blessed, which is not era accurate at all and a great choice sticking to this structure on here as well.

What is the skill level you need to create runebooks in this era? Is it the 45 or is it higher? So I assume based on the comments that inscription on here is based on the archive link I posted then.

I had 8 blank scrolls, 1 recall, 1 gate, and 1 blank rune in my bag last night.. used inscription skill and targetted blank rune.. Got some message about this not being a scroll or a book. 85.9 Scribing skill. What's the deal? Thanks in advance.

Yes, you should be able to target the blank rune. Currently you have to target the scrolls and them scroll to the right in the menu and select other -> runebook.

I'll get this fixed.
