almost positive it's the adjusted skill

I believe the only thing 'real' skill is used for is to show you where your skill points are.

For all other purposes, the adjusted skill is used.

Mining colored ores are started at their real skill levels.

Aye, it's adjusted skill. Any actual skill requirements, like crafting or taming use base skill to attempt, but success rates are always based on the larger number.
