Stealing and Guards?

How come when I am stealing from players its 50/50 on guards comming? Sometimes they do sometimes they dont... whats the deal with this?

it depends on whether you're 'noticed' or not. being noticed is what flags you criminal, and gets you guardwhacked in town. take a look at the stealing article on the wiki for more info.
