Can I make a character who has already murdered a thief?

I have a character who I want to turn into a thief. I've killed a few people on him. Right now he has 0 short term and 2 long term. If I get rid of the long term can I join thieves guild? Or do I even have to get rid of the long term? I'm having trouble finding exact information on this. Thanks!

as far as i can remember you cannot give counts if in the thiefs guild..
not sure if you need 0 counts to join tho D:

Aye, you'll need zero counts to be an active member of the thieves guild, if you've had counts previously but are gone now, they will not impact you.
