Provoke issue

I keep getting a message saying "you have no chance of provoking these creatures on one another" or something like that. I'm trying to provoke an air ele, on to an EV.

I have 100 music/provo/int, not sure what I'm doing wrong?

I've heard folks provo mobs onto EV's here and that's how provoers manage to do effective damage with an EV?

Am I missing something in the technique? How do provoers use the EV's?

Only thing you can really do is get mobs to stand still by provoking them on one another and then casting an EV right next to them, or casting an EV then leading it to a mob. You cannot provo anything onto an EV and you haven't been able to as long as I have been on UOSA.
