Boats??

I am looking to find if you can sell a boat back to a NPC vendor so far I cant find any vendor to buy the boat. I want to get a larger boat and could uses the gold from a small boat to help with the cost, but I cant seem to find anyone to buy it.

You can't sell drydocked boats back to NPCs, only chance is selling them to a player. BTW bigger boats aren't more useful except that you can put more stuff on them and more people fit on them, small boats work just as well otherwise, and sometimes better.
