Resisting spells

Is it possible to raise resisting spells in town? I heard it was not possible so I need to know.

as long as the caster is out of town, yes

Any idea how much it would cost in regs to go from 50 to 100 magery ? (using lightning/flamestrike)

Around 900 lightning regs, 2k e-bolt regs, and around 4k FS regs, which roughly translates to a small house deed. Resist on the other hand....

So that's about 50 - 60K gold for magery right? Well If I cast all that on myself, resist will up anyway

It's around 45k for only magery (and meditation), but you'll stop at around 85-90 resist by the time you GM magery. Be sure to start with 55 resist, do this by runing through multiple fire fields.
