cannot create directory program files uo online on and on

How about some more information as to what you are trying to do, what the problem is, etc.

trying to put game into full screen mode when i try and apply i get fatal error

If you cant switch into full screen mode, sounds maybe like a graphics card problem. Not sure.

Copy and paste the exact error message including any title on the bar for it, that might help pin it down. With such little info, it could be anything from your UO directory being read only to graphics card problem or outdated drivers or just about anything. We don't have much to go on.
