Question: Spell damage in town

Hey guys, I have a few questions about spell damage in town. I played mostly pre-T2A and a bit into T2A, so my memory is a bit shaky on this subject.


I know if you cast on yourself in town, spell damage is only 1 per spell. Does this also apply to a gray if you attack a gray, warring guilds, chaos and order, etc. In what instances is the spell damage more than 1, if any.
