One guildmaster per town

Does anyone else remember there only being one guildmaster per guild, per town?
Right now in Britain for example, each of the three magic/reagent shops has a mage guildmaster.

I personally remember that almost every shop had a guildmaster. Because i always remember trying to buy over and over from the wrong person.
Brit for example always had:
Thief guildmaster in the Tavern
Tinker GM in bld north of the bank
Both Mage shops had a magery gm
Bldg north of East bank had the Ranger GM
Bldg north of stables had the warrior GM
sure there were more but those are the ones i remember specifically from Altantic Shard.
