looted its secure and if your killed on it you can just recall back onto the boat from the key noone can teleport onto it and noone can

Just stand on the very front-most tile and drop a box or a table behind you and then nothing can make direct melee contact with you. They can still drop an EV or blade onto the boat but it won't be able to reach you and cause any damage.

Most spell-casting NPC's don't start shooting spells until they can melee you, right?

Only if they were aggroed before (by provo or simply dbl clicking on them before actually hitting them).

But no, EV will not poison over box, and not because it won't cast poison, but because EV's poison on contact.

The balrons at Hedge cast without ever being agro'd. They are on the other side of the hedges and I get hit by them before I have time to get off any spells in many cases.

Unless this was changed recently my guess would be they were aggroed before by someone and where still "attacking". I know that LL at Deceit and Balrons at Thera Keep do not cast until aggroed.
