WTB Full spell book with actual spells in it.
I'm at wits end. I'm new and tired of wasting 60% of my wealth on a scam.

check some of the yew vendors. usually around 5-6k for a full spellbook

Use the Item Identification skill (not ID wands) and target the spellbook; it'll tell you exactly how many spells are inside it.
You can start a new character with 50 Item ID, or if you haven't maxed out your skills yet, just buy 30 Item ID skill on your current character and just use it a few times until it succeeds.

Alaric magus does pactically nothing but fill spellbooks when he farms. I purchased like 20 off him for about 2XXXgp each. I'm sure he would get one to you for the best price on the server.
